The onset of PM Turnbull with Scott Morrison as Treasurer, then PM Morrison with Josh Frydenberg as Treasurer, saw a number of warning signs:

Morrison went through a series of failed "stimulus" episodes and is still going down the madcap path of guessing and not assessing alternative "options" and Performance Indicators.
The solution to COVID-19 and economic stimulus crisis will not come from continuing confusion and anarchy. In that respect, the poor handling of the bushfires and sports rorts have a strong similarity to the three, soon four, rounds of slow, unfocussed gifting cycles.
The options promulgated on this site and in reports are backed up by sub-options such as $50k to SMEs who managed to go through the crisis, e.g. pubs with take-aways business, but which still face the post-pandemic realities.
Morrison has already shown his sneaky way many times so his July deadline is constrained by his lack of listening and understanding regional revival, which I do but his coal jackals don't.

THERE is an economic slur from the 1970s that has returned to haunt us: crowding out. In the decade of stagflation, it described the over-reach of Gough Whitlam, when the federal government choked national activity by getting too big too quickly at the expense of the private sector.
This time, the crowding out is occurring at two related levels.
